Course Overview

A New Standard for Frontline Counter-Terrorism Awareness

The SFJ Awards Level 2 Award in Counter-Terrorism Awareness has been developed in direct response to market demand and to the legislative reality created by the Terrorism (Protection of Premises) Act 2025 (Martyn's Law).

It is designed for the people who are often on the frontline but who are not required to carry out formal counter-terrorism risk assessments.  Front-of-house staff.  Security officers.  Stewards.  Facilities teams.  The people who see your venue every day โ€” and who will be the first to notice when something is wrong.

Delivered in a single day, with a 25-question multiple-choice assessment set and quality-assured by SFJ Awards.  A free resit is included.  No prior experience is required.

1705 Consultancy is an SFJ Awards approved training centre.  Our trainers carry decades of real operational experience in counter-terrorism, policing and crisis management โ€” not just the qualification, but the context that makes it mean something.

Important

Not a Replacement for the Level 3

We developed this qualification in direct response to the market asking for it.  There is genuine demand for a shorter, accredited counter-terrorism awareness course for frontline staff for whom the Level 3 is beyond the scope of their role.

The Level 2 is not a quicker or easier route to the same outcome.  It is a different qualification for a different audience.  Organisations that require formal counter-terrorism risk assessment capability โ€” particularly those with responsibilities under the Enhanced Tier of Martyn's Law โ€” should look to the Level 3 CTPSaP.

What Learners Will Cover

Eight Core Areas of Counter-Terrorism Awareness

In a single focused day, learners develop a practical understanding of the threats they may face, the behaviour to look for and what to do when something does not feel right.

01

Terrorism Threats & Common Attack Methods

Understanding the UK threat landscape and the methodologies used in terrorist attacks against public spaces.

02

The Purpose and Intent of Martyn's Law

What the Terrorism (Protection of Premises) Act 2025 requires and how individual awareness training supports organisational compliance.

03

Vigilance, Hostile Reconnaissance & Suspicious Behaviour

Recognising the indicators of pre-attack planning, hostile surveillance and behaviour that warrants reporting.

04

Reporting & Escalation Routes

Who to tell, when and how โ€” including ACT (Action Counters Terrorism) reporting channels and internal escalation procedures.

05

Immediate Response Actions

What to do โ€” and what not to do โ€” in the immediate aftermath of an attack or incident involving a threat to life.

06

Evacuation, Invacuation & Lockdown

The three protective actions, when each applies and the role every member of staff plays in their execution.

07

Suspicious Item Procedures

What constitutes a suspicious item, the AVOID and REPORT principles and how to respond without escalating risk.

08

Public Access Trauma First Aid Awareness

Awareness of immediate life-saving actions available to bystanders in a mass casualty incident.

Who Is This Course For?

Facilities & Estates Teams

Staff who move around a site, often unsupervised, and who are well placed to identify things that are out of place or do not belong.

Supervisors & Team Leaders

Those who need to lead a response in the first critical minutes, direct staff and maintain calm before formal command structures are activated.

Volunteers & Contractors

Temporary, agency and volunteer staff whose awareness of threat and response procedures is often inconsistent โ€” and should not be.

Any Public-Facing Environment

Hotels, museums, leisure centres, transport hubs, places of worship, schools, theme parks โ€” any organisation that opens its doors to the public.

About the Trainers

They Have Lived It

Our counter-terrorism trainers do not work from textbooks.  They bring decades of operational experience in policing, counter-terrorism, crisis negotiation and firearms command.  That is what you get when your staff train with 1705 โ€” not just the qualification, but the real-world context that makes it mean something.

Rob Brettell M.St (Cantab) MASc
Founder & Director ยท Former Detective Inspector ยท 23 Years Essex Police

Rob founded 1705 Consultancy to deliver the kind of counter-terrorism advice and protective security support that major organisations genuinely need โ€” not off-the-shelf compliance, but expert guidance grounded in years of operational policing and security advisory experience.

As a former Detective Inspector with 23 years in Essex Police, Rob has direct experience managing individuals linked to counter-terrorism and serious violence, and has spent much of his post-policing career advising some of the UK's most complex and high-profile operating environments.  His client base spans major hotel groups, luxury private members clubs, Mayfair hospitality venues, UK theme parks and large-scale events โ€” providing counter-terrorism threat assessments, asset and reputational security advice, protective security planning and safety and security frameworks across a wide range of disciplines.

A Cambridge M.St graduate and Association of Security Consultants Full Member with Accredited Security Adviser (MASc) status, Rob brings the academic rigour of formal security education together with the operational credibility of frontline policing.  He holds SIA registration and advises organisations at board level on security risk, preparedness and incident response.

Her understanding of human behaviour under extreme pressure is unmatched โ€” and it informs every course she delivers.  Emma brings the kind of perspective that no amount of classroom study alone can replicate: what it actually feels like to make critical decisions when everything is at stake.

The Level 2 is a 1-day awareness qualification for frontline staff.  The Level 3 CTPSaP is a 5-day qualification for those responsible for counter-terrorism risk assessment and preparedness planning under Martyn's Law.  The Level 2 is not a substitute for the Level 3 โ€” it serves a different, broader audience.  The two qualifications complement each other: the Level 3 for the responsible person, and the Level 2 for the wider team.

By a 25-question multiple-choice test set and quality-assured by SFJ Awards.  Grading is pass or fail.  A free resit is included for learners who do not pass first time.  Centres are not permitted to develop their own assessments โ€” all assessment is externally set and quality-assured.
