About the Trainers
Our counter-terrorism trainers do not work from textbooks. They bring decades of operational experience.
Rob Brettell is a former Detective Inspector with over 23 years in UK policing, including direct experience managing individuals linked to counter-terrorism and serious violence, and has spent much of his post-policing career advising some of the UK’s most complex and high-profile operating environments.
Emma Brookes is a former Hostage and Crisis Negotiator and Tactical Firearms Commander with over 25 years in policing, having negotiated in cases involving kidnap, extortion and terrorism, and commanded in live, high-threat environments where the decisions were never theoretical.

- Terrorism Threats & Common Attack Methods — Understanding the UK threat landscape and the methodologies used in terrorist attacks against public spaces.
- The Purpose and Intent of Martyn's Law — What the Terrorism (Protection of Premises) Act 2025 requires and how individual awareness training supports compliance.
- Vigilance, Hostile Reconnaissance & Suspicious Behaviour — Recognising the indicators of pre-attack planning and behaviour that warrants reporting.
- Reporting & Escalation Routes — Who to tell, when and how, including ACT (Action Counters Terrorism) reporting channels.
- Immediate Response Actions — What to do, and what not to do, in the immediate aftermath of an attack or threat to life.
- Evacuation, Invacuation & Lockdown — The three protective actions, when each applies and the role every staff member plays.
- Suspicious Item Procedures — What constitutes a suspicious item, the AVOID and REPORT principles, and how to respond.
