Course Overview
A nationally recognised, Ofqual-regulated qualification that builds real counter-terrorism capability — not just awareness.
The Level 3 Award in Counter-Terrorism Protective Security and Preparedness, known as the CTPSaP is the only counter-terrorism qualification in the UK that carries the endorsement of Counter-Terrorism Policing (CTP) and the National Counter-Terrorism Security Office (NaCTSO).
Developed in direct partnership with NaCTSO and funded by the Home Office, it was built to give the people responsible for the safety of venues, events and public-facing environments the genuine capability to understand, assess and respond to terrorist threats.
This isn’t a box-ticking exercise. It’s the qualification that means — when you look a family in the eye, you can honestly say you did everything you could.
The qualification is directly aligned to the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law) and gives learners the practical tools to build a counter-terrorism risk assessment and preparedness plan that meets national good practice standards.
About the Trainers
Our CTPSaP trainers don’t teach counter-terrorism from a textbook. They’ve lived it.
Rob Brettell is a former Detective Inspector with over 23 years in UK policing, including direct work managing individuals linked to counter-terrorism and serious violence with a career built around supporting families through the worst moments of their lives.
Emma Brookes is a former Hostage and Crisis Negotiator and Tactical Firearms Commander with over 25 years in policing, having negotiated in cases involving kidnap, extortion and terrorism and commanded in live, high-threat environments where the decisions were never theoretical. Alongside Rob and Emma, we draw on a wider team of ex-military specialists with operational counter-terrorism backgrounds, people who have worked in hostile environments where understanding the threat wasn’t a qualification requirement, it was a matter of survival. Between them, our trainers bring the kind of experience that no amount of classroom study can replicate.
