Event Management Plans, Operational Planning & SAG Support

Operational planning, licensing and control-room leadership for festivals, stadia, city events and high-footfall locations.

Event Consultancy

Great events feel effortless because the hard work happens long before gates open. We design and run safety so crowds move well, incidents are handled calmly and shows finish on time. Whether you are planning a community festival, a major stadium concert, a city-centre parade or a multi-day outdoor event, 1705 Consultancy provides the operational backbone that keeps everything moving.

Before show day we build the complete event management plan: ingress and egress modelling, stewarding strategy, medical provision, evacuation and emergency protocols, hostile vehicle mitigation (HVM), contractor inductions and full Safety Advisory Group (SAG) packs. Every document is written to licence requirements and structured so the SAG, local authority and emergency services can navigate it instantly.

On live days we provide calm, accountable command. We set up the control room, manage radio discipline and decision logs, and lead Bronze (operational) and Silver (tactical) command functions. Our team has directed large-scale events where things went wrong — and got everyone home safely. We don’t just advise; we stand in the control room alongside your team.

Compliance is built in from day one. Our plans and documentation align to Martyn’s Law (Terrorism (Protection of Premises) Act 2025), the Health and Safety at Work Act 1974, Occupiers’ Liability, local licensing conditions and Purple Guide best practice. Behind every plan sits our TRAMM model — Threat, Risk, Assessment, Management and Mitigation — ensuring nothing is left to chance.

Event Consultancy FAQs

What does an event management plan include?

An event management plan covers every operational aspect of your event: crowd flow modelling, ingress/egress strategy, stewarding numbers and deployment, medical provision, emergency evacuation procedures, hostile vehicle mitigation (HVM), contractor inductions, communication protocols, show-stop procedures and control room setup. We also prepare all supporting SAG documentation so your plan is submission-ready for the local authority.

A SAG is typically required for events that involve a premises licence or Temporary Event Notice (TEN), events on public land requiring local authority permission, or events above certain attendance thresholds. Even where a SAG is not legally mandated, engaging one demonstrates due diligence and significantly reduces your risk exposure. We guide you through the entire process and prepare all documentation for SAG submission.

We work across the full spectrum — from community events of a few hundred people to major festivals, stadium concerts and city-centre events with tens of thousands of attendees. Our approach scales to the size and complexity of your event, ensuring proportionate planning without unnecessary overhead for smaller gatherings.

Martyn’s Law (Terrorism (Protection of Premises) Act 2025) places new legal duties on venues and events above certain thresholds to have protective security and preparedness plans in place. For events in scope, this means documented counter-terrorism procedures, trained staff and compliance evidence. We integrate Martyn’s Law requirements into your event management plan from the outset, so compliance is built in rather than bolted on.

These are the command tiers used to manage incidents during live events. Bronze command operates at ground level — stewarding teams, medical units and sector supervisors — handling operational responses in real time. Silver command sits in the control room providing tactical oversight, coordinating across Bronze teams and liaising with emergency services. We provide qualified Silver command and control room leadership for your event.

Yes. We set up and run your event control room, establishing radio discipline, decision logging, communication protocols and escalation procedures before gates open. Our team provides calm, accountable command throughout the event — managing everything from crowd flow adjustments to major incident response — so you have experienced leadership on the ground from first vehicle in to last vehicle out.

We work with a wide range of clients including festival and event promoters, stadium and venue operators, local authorities, city councils running public events, sports clubs, corporate event organisers, charities and community groups. If you are responsible for putting people in a space — whether that is 200 or 200,000 — and you need the safety and operational planning to be right, we can help.

For complex events with a SAG process, we recommend engaging us at least three to six months before your event date to allow sufficient time for planning, consultation and document production. For smaller events or where a SAG is not required, a shorter lead time may be workable. Contact us as early as possible — the more runway we have, the stronger and more thorough your plan will be.
