Course Overview

Prevent is the part of the government’s counter terrorism strategy that aims to stop people being drawn into terrorism. Under Section 26 of the Counter Terrorism and Security Act 2015, schools, colleges, universities, local authorities, the NHS and other specified bodies have a legal duty to pay due regard to that aim. The current statutory Prevent duty guidance came into force in December 2023.

Businesses, venues and event companies are not covered by the legal duty, but they face the same risk. Staff in retail, hospitality, security and events meet thousands of people, and a member of staff who knows the signs and who to tell can make the difference.

This course treats radicalisation as a safeguarding issue. It covers how people are drawn in, online and offline, the signs to look for, and how to respond to and record a concern without overreacting or ignoring it. We explain how a referral works, what the Channel programme is, and why a referral is about support rather than criminalisation.

For safeguarding leads in schools, colleges and event companies, we add the responsibilities that sit with you: risk assessment, policy, staff training records, working with your local Prevent team, and managing external speakers and event bookings.

The free Home Office Prevent eLearning is a useful starting point. This course goes further, with a trainer who can answer your team’s questions and apply the guidance to your own setting.

About the Trainer

The course is delivered by the 1705 Consultancy team, led by a former Essex Police Detective Inspector with 23 years’ service. We deliver the accredited Level 2 and Level 3 counter terrorism qualifications, so the training links Prevent to the wider protective security picture.

Frequently Asked Questions

The legal duty applies to specified authorities, including schools, colleges, universities, local authorities, the NHS, police, prisons and probation. Businesses and event companies are not covered by the duty, but many choose to train their staff because the risk is the same.

No. The free Home Office eLearning is a good introduction and we recommend it. This course is led by a trainer, delivered in person or online, and applied to your own setting, so staff can ask questions and talk through real situations.

Yes. The course covers what all staff need, and for designated safeguarding leads in schools, colleges and event companies we add the duties that sit with them, including risk assessment, policy, record keeping and working with your local Prevent team.

The concern goes to your safeguarding lead, who decides whether to refer it to the local Prevent team. If a referral is accepted, the case may go to Channel, a voluntary and confidential support programme. It is not a criminal process.

No. Prevent is about stopping people being drawn into terrorism. Martyn’s Law is about preparing premises and events to respond to an attack. Many organisations need both, and our Staff Security Awareness Training covers the protective security side.
